An "oval round border" typically means an oval frame where the border itself has a rounded profile, as opposed to a sharp, square edge. In CNC design, this is achieved in two ways:
2D Design: The cutout itself is an oval. The "round border" is then created by using a rounding-over bit in the CNC router, which physically shapes the edge of the material after the profile is cut.
3D Design: The rounded border is modeled directly into the 3D design and then carved out of a thicker block of material using a 3-axis or more advanced CNC machine.
