It's a decorative and functional border that consists of:

A continuous, clean outer line that defines the edge of the panel or part.

A series of recessed boxes or rectangles that sit just inside this border line, creating a "shadow" or stepped effect.
This design is most commonly cut as an pocket or inlay, where the material inside the boxes is removed to a shallow depth, leaving the border line and the "islands" between the boxes raised.
